Governor Gilmore charged the Commission with "devising a strategy for holding tuition at historic levels." Much of the Commission's report is devoted to containing costs in of the price of higher education in Virginia. This cost containment included a 20% rollback in tuition for all undergraduates in Virginia's public institutions of higher education. In addition to tuition, this section of the report also gives recommendations for cost containment, financial aid, funding, and fiduciary responsibilities of governing boards.
