The Commission defined quality in terms of purpose - an effort has quality if it achieves its purpose. According to the Commission, the purposes of higher education in Virginia are to prepare students for (1) citizenship in a democratic society, (2) successful employment, and (3) personal fulfillment. They further defined quality as the "measure of whether the education provided by our colleges and universities achieves these identified purposes.
The Final Report laid out a Quality Assurance Plan that identified three goals: (1) to define precisely the knowledge and skills expected of every graduate of Virginia's public institutions, (2) to identify measures that will assess student mastery of core competencies, and (3) to provide a meaningful vehicle for public communication of the Commonwealth's expectations for its graduates.
