On January 17, 1998, Governor Jim Gilmore of Virginia executed Executive Order Number One creating the Blue Ribbon Commission on Higher Education and charged it with assuring affordable, quality undergraduate education to the citizens of Virginia. The bipartisan Commission consisted of 39 members from the education and business communities and was chaired by Edward L. Flippen, Member, Virginia Commonwealth University Board of Visitors.
On February 3, 2000, the Commission issued its Final Report of the Governor's Blue Ribbon Commission on Higher Education. The Final Report lists 73 recommendations presented to the Governor. The recommendations cover five broad areas, which are listed below. A short list of recommednations, the complete set of recommendations by section, and the current status of the recommendations are linked to these pages.
